I had a question about the action cards. Am I just printing the 4 and then leaving the rest blank so only 4 of my guests will receive an action card? Or am I making enough action cards so everyone will get one?

You just print the 4 action cards and enough blanks from the blank template, so that every guest gets a card, either blank or an action card. These instructions are in the Weapon & Action Cards Instructions.
