Sly Sleaze

If I have all my critical roles filled, and now I'm assigning 2nd characters - I realize that they should be assigned in order (for importance). However, can I skip over Sly Sleeze? (I want to assign the 2nd character for Big Jim the Mayor role - and his wife would be perfect as Mary)
