Organising characters - 4 deuces

Hi, I just bought the 4 deuces and am trying to assign characters. I have 2 questions.
1. Do all main characters need to be present before the murder? I think that the person I've picked for 'Big Jim' would be great as another main character, but obviously he cant play both at once, so I was wondering if he could 'become' another main character after the murder or if 'Big Jim' has to become a secondary character?

2. Can the inspector be either gender i.e Inspector Nola 'The Nose' Nutella?

The main characters that are listed in Red must be there from the beginning. There are secondary characters that he could be assigned to which are great characters for a Big Jim. 2 that come to mind are the Congressman & the Mayor both.

The Inspector MUST be a male, unless you are throwing a party where girls date girls. The Inspector has one or two secrets of his own!
