Who is the inspector? Immortal murders

Okay so this may be silly and I might just be missing something but who is the inspector?
For example in the host guide it states, " as the inspector reveals the solution". Is it meant to be the host? I do not see anything else about it in the game or the characters.

The Inquisitor is the Inspector. I'm sorry, I should have clarified that better. I am just use to saying Inspector.
