Murder at the Four Deuces Essential Characters

On the Guest List Worksheet, it says that for the second character for the guy playing Don "Big Jim" Ravioli "If you only have ten guests, you assign him the character of U.S. Congressman Darrin Toosteal" and "If you have more than ten guests, assign one of the secondary characters." U.S Congressman Darrin Toosteal is written in black so I thought he wasn't an essential character but this makes him sound like he is. So is he supposed to be written in red?

We don't write him in red because he is the least essential of the required characters. I also tell you that the characters are listed in the order of importance, which is why all that about Don Ravioli was stated and also why he is next male on the list.
